When you move from Liberty to Bretonia (during the storyline), you can easily go to Manchester and sell them, then when you move from Bretonia to Kusari you can go and sell them in Shikoku and that's pretty much all when it comes to 'moving through the storyline'.
If you're doing the same thing that I did to skip the leveling up by selling the pods, you can just sell them at the same prison as much as you like, be sure to sell only the amount of credits it requires you to go to the next level so Juni can call you up, there's really no point of selling them all so you can go and collect more afterwards. New York - Custodian - X-3043 - Alaska - but be sure to dock in X prior to that because due to the storyline, it may lock you up in Alaska, though there's a path that will lead you to Texas through the jumpholes: Alaska - Midpoint Rift - Wanderers Pond - Texas in case it locks you up due to the storyline, but I don't see how the jump holes shouldn't be operational, in case they are too, just sell them in Vega and just avoid Alaska, X-3043 also leads to Vega.
